We were excited to return to Quito last week to share the results of Ecuador’s National Disaster Preparedness Baseline Assessment (NDPBA), completed in partnership with the National Secretariat for Risk Management (SNGR).
The assessment provides a detailed look at disaster risk drivers down to the canton level and offers actionable recommendations to strengthen preparedness and resilience. As Ecuador prepares for potential El Niño impacts, National Secretary for Risk Management Carolina Lozano Haro, highlighted the importance of the assessment findings and the DisasterAWARE platform in supporting key preparedness efforts.
As part of ongoing efforts to strengthen early warning capabilities and disaster management capacity, PDC also delivered DisasterAWARE (pdc.org/DisasterAWARE) training to representatives from SNGR, the Geophysical Institute (IG-EPN), and the National Institute of Meteorology and Hydrology (INAMHI). Participants explored how to apply the platform during adverse events using newly integrated Ecuador-specific data, including critical infrastructure, hazard zones, and Risk and Vulnerability Analysis tools.

Tropical Storm Arthur has formed near the Gulf Coast of southern Texas. Arthur has sustained winds of 45 mph and is forecasted to move northeastward today along the Texas coast and then farther inland over southeastern Texas and southwestern Louisiana by tonight.
Arthur is expected to produce rainfall totals of 5 to 10 inches, with isolated higher totals near 20 inches, through early Friday from the Mid and Upper Texas coast east-northeast into southern and central portions of Louisiana, Mississippi, and Alabama, along with western portions of Georgia and the Florida Panhandle. This could generate dangerous to life-threatening flash flooding.

At the request of the Philippines Office of Civil Defense (OCD), PDC provided advanced PhilAWARE data administration training following Monday’s magnitude 7.8 earthquake and tsunami. As PhilAWARE serves as a mission-critical tool within OCD’s Emergency Operations Center (EOC) for hazard early warning and decision-support, the training focused on integrating additional field data to support response and recovery efforts.
The training reflects ongoing collaboration between OCD and PDC to strengthen in-house technical capabilities and support continued access to real-time situational awareness, advanced analytics, hazard information and alerts, and risk intelligence. These capabilities support informed decision-making, resource prioritization, and coordinated disaster response throughout the current operation and future events.

We enjoyed an exciting week of meetings in Bogotá with the Instituto de Hidrología, Meteorología y Estudios Ambientales (IDEAM) and the Unidad Nacional para la Gestión del Riesgo de Desastres (UNGRD), followed by engagements in Cali with the Sistema de Gestión del Riesgo de Emergencias y Desastres (SGRED), Universidad del Valle (UniValle), Univalle's seismic center—Observatorio Sismológico y Geofísico del Suroccidente (OSSO), the Mayor of Cali, and other key partners.
Together, we’re strengthening sustainment planning, expanding national and local collaboration, and advancing new partnerships to support landslide modeling and lifeline risk assessment. We look forward to returning soon to continue building training skills for DisasterAWARE Pro!

As response efforts continue in Mindanao, southern Philippines, following Monday's powerful magnitude 7.8 earthquake, the Philippines Office of Civil Defense (OCD) continues to leverage PhilAWARE for situational awareness and decision support. This includes providing timely, critical updates such as buildings and critical infrastructure damage, evacuations, and hazard impacts.
The Philippine Institute of Volcanology and Seismology (PHIVOLCS) has recorded approximately 1,055 aftershocks since the initial earthquake. The attached screenshots show examples of evacuation center and health facility data, overlaid with shaking intensity from the initial M7.8 earthquake, as well as aftershock activity over the past 48 hours.
PDC continues to support national and regional partners throughout the response through DisasterAWARE Pro and the wider DisasterAWARE Ecosystem—including PhilAWARE and DMRS—in addition to onsite regional support at the ASEAN Coordinating Centre for Humanitarian Assistance on disaster management (AHA Centre).

PDC's latest analytics (available through Event Brief) show an estimated 353,000 people (78,600 households) potentially exposed to damaging winds along the forecast track (as of Advisory 1 at 900 AM CST Monday, 8 June ). These analytics will be updated with each advisory, including potential humanitarian needs and impacts to lifelines.
